REQUEST FOR COMMODITY JURISDICTION FOR: DJBCJF-2, DJBCJF-3, DJBCJF-4, 
DJBCJF-5, DJBCJF-6

This commodity jurisdiction (CJ) request was referred to the Departments 
of Commerce and Defense for their review and recommendations. As a 
result, the Department of State has determined that the referenced items 
are subject to the licensing jurisdiction of the Department of State in 
accordance with the International Traffic in Arms Regulations (22 CFR 
120 through 130). The referenced items contain cryptographic source code 
for data encryption and are used in a stand-alone cryptographic product. 
As such, they are designated as defense articles under U.S. Munitions 
List category XIII(b)(1). Licenses issued by this office are required 
prior to export.

However, if any of the subject items are incorporated into a commercial 
software product, that software may not be subject to Department of 
State control. We suggest you submit a seperate commodity jurisdiction 
request for any such product. Should you require further assistance on
